Strategic Communications Consultant

About the role

CARE Somalia/Somaliland is seeking a Strategic Communications Consultant to lead communications, advocacy, media engagement and knowledge‑management across its humanitarian and development programmes in Somalia and Somaliland. The consultant will amplify community voices, influence policy discussions, strengthen donor and public engagement, and showcase the impact of CARE’s work.

Key responsibilities

• Lead and implement strategic communications and advocacy initiatives aligned with programme objectives.
• Produce compelling stories, reports, briefs, fact sheets and visibility materials.
• Build and maintain relationships with media, government officials, donors and advocacy partners.
• Support evidence‑based policy engagement and advocacy on humanitarian and development priorities.
• Manage digital and social‑media content to raise CARE’s public profile.
• Document programme impact through field visits, interviews, photography and multimedia storytelling.
• Translate research findings and lessons learned into accessible communication products.
• Coach and mentor CARE staff and partners to strengthen their communications capacity.

Required profile

• Bachelor’s degree in Communications, Media, Journalism, Public Relations or a related field.
• Minimum 7 years of professional experience in communications, journalism, advocacy, storytelling or knowledge management.
• Fluent in written and spoken English and Somali.
• Proven experience in humanitarian, development or public‑interest organisations.
• Ability to manage multiple priorities, engage diverse stakeholders and work independently.
• Willingness to travel regularly to programme locations across Somalia and Somaliland.

Required skills

• Proficiency with Canva.
• Proficiency with Adobe Creative Suite or equivalent design and content‑creation tools.
