Shelter & WASH Technical Officer – Jowhar, Somalia

About the role

The Shelter/WASH Technical Officer will lead the technical implementation of infrastructure projects for NRC in Jowhar, Somalia. The role involves designing, assessing and supervising construction of market rehabilitation, footbridges, river embankments, boreholes and water supply systems, working closely with partners, government stakeholders and local communities.

Key responsibilities

• Lead technical assessments, engineering design and construction supervision for Shelter/WASH projects under the KOBAC and SHF programmes.
• Develop climate‑resilient, flood‑adaptive solutions for riverine infrastructure along the Shabelle River.
• Prepare and manage tender documentation, evaluate bids and recommend contract awards.
• Provide day‑to‑day technical supervision of construction, drilling and water system installation, ensuring compliance with NRC standards and donor requirements.
• Maintain comprehensive project documentation, including designs, as‑built drawings, BOQs, site diaries and progress reports.

Required profile

• University degree in Water Engineering, Civil Engineering, Environmental Engineering or Hydrology.
• Minimum 3 years of relevant experience in WASH and Shelter projects within humanitarian or recovery contexts.
• Fluency in English (written and verbal) and knowledge of Somali.
• Experience working in complex, volatile environments, preferably in Somalia.

Required skills

• Proficiency with AutoCAD, WaterCAD or similar civil‑works design software.
• Ability to prepare Bills of Quantities (BOQ) and technical specifications.
• Expertise in hydraulic design, topographic and hydrological surveys, and borehole drilling supervision.
• Water quality testing and post‑construction monitoring.
• Project reporting, procurement and tender evaluation.
