Water Officer – Water for Resilience (W4R) Programme

About the role

The Water Officer will support the implementation of the Water for Resilience (W4R) Programme in Somaliland, strengthening sustainable and climate‑resilient water systems in rural and peri‑urban areas through a Market Systems Development approach.

Key responsibilities

• Implement W4R activities across the Wajaale corridor in line with work plans and budgets.
• Conduct mapping, assessments and diagnostics of water ecosystem actors and water systems.
• Identify, onboard and build capacity of Water Service Providers, Water Companies, Community Water Management Committees, O&M operators and other ecosystem actors.
• Support baseline assessments, due‑diligence processes and climate‑water market systems assessments.
• Prepare technical assessments, infrastructure evaluations and investment recommendations for water systems.
• Contribute to the design, rehabilitation, upgrading and expansion of climate‑resilient water infrastructure, including solarisation and water‑efficiency measures.
• Facilitate Market Systems Development interventions and private‑sector engagement to address systemic constraints.
• Coordinate stakeholders, strengthen governance and monitor programme results in line with PS4W and MSD approaches.

Required profile

• Technically grounded water‑sector professional with experience in market‑systems development and private‑sector engagement.
• Proven ability to work in rural and peri‑urban humanitarian contexts.
• Strong analytical skills for assessments, diagnostics and investment analysis.
• Experience in climate‑resilient water infrastructure design and implementation.
• Excellent coordination and stakeholder‑engagement capabilities.
