Junior Monitoring, Evaluation & Research Specialist – Somalia

About the role

We are seeking a Junior Monitoring, Evaluation & Research Specialist to join the core team of the EU‑funded Higher Education System Strengthening Project II in Mogadishu. The role will support the design, implementation and analysis of monitoring and evaluation activities to strengthen Somalia’s higher education system.

Key responsibilities

• Develop and maintain M&E frameworks aligned with EU donor requirements.
• Design and conduct baseline studies, surveys and evaluations in the education sector.
• Collect, clean and analyse quantitative and qualitative data using statistical software.
• Prepare evidence‑based reports and recommendations for donors and project partners.
• Support results‑based management and logical‑framework documentation.

Required profile

• Master’s degree in statistics, economics, development studies, social sciences or related field.
• Minimum 5 years of experience designing and implementing M&E frameworks for development programmes.
• Proven experience in the education sector, preferably in higher education.
• Familiarity with EU donor reporting requirements and indicator definitions.

Required skills

• Statistical software: SPSS, Stata, R.
• Quantitative and qualitative research methods.
• Results‑based management and logical‑framework approaches.
