Gender and Social Inclusion Specialist

About the role

EDC is seeking a Gender and Social Inclusion Specialist to support the development of Somalia’s National Teacher Professional Development Plan (TPDP). The role will ensure gender equality and social inclusion are embedded throughout the design, implementation, and monitoring of the TPDP, addressing the needs of teachers in rural, nomadic, conflict‑affected, and Integrated Quranic School contexts.

Key responsibilities

• Lead a gender and social inclusion analysis as part of the TPDP situational assessment.
• Identify barriers to participation in continuing professional development (CPD), with a focus on female teachers in hard‑to‑reach settings.
• Provide technical input to make TPDP policies, systems, and implementation approaches gender‑responsive and inclusive.
• Advise on inclusive CPD delivery models suitable for low‑resource, low‑connectivity, and geographically dispersed environments.
• Support integration of gender and inclusion considerations into stakeholder consultations with MoECHE, Federal Member States, teacher training colleges, teacher associations, Islamic scholar networks, and development partners.
• Contribute to the development of inclusive frameworks, tools, and recommendations across key work packages, including the implementation plan.

Required profile

• Proven experience in gender equality and social inclusion within the education sector.
• Strong analytical skills to assess barriers to participation and design inclusive interventions.
• Familiarity with Somali education policies, the National Teacher Competency Framework, and the context of Integrated Quranic Schools.
• Ability to engage diverse stakeholders, including government ministries, teacher associations, and religious networks.
• Excellent written and verbal communication skills in English.
