Operations Specialist

About the role

UNOPS is seeking an Operations Specialist to support the Chief of Operations in managing mine action and security‑related activities across Mogadishu and other sector offices. The role ensures that operational plans align with the UNSOS mandate, national priorities and donor expectations while integrating safeguarding and health‑safety standards.

Key responsibilities

• Assist the Chief of Operations in overall operational management and in developing the Country Programme Strategy/Framework.
• Plan, coordinate and oversee the delivery of mine action operations, including EOD/IEDD training and mentoring for AUSSOM and Somalia Security Forces.
• Integrate Prevention against Sexual Exploitation, Abuse and Harassment (PSEAH) into planning, training, contractor oversight and field deployments.
• Develop and monitor capacity‑development plans to transfer IED threat‑mitigation responsibilities to the Somalia Security Forces.
• Facilitate coordination with AUSSOM, national authorities and partners to ensure continuity of operations.
• Supervise contracts with Mine Action partners, ensuring compliance with performance, PSEAH and HSSE requirements.
• Promote a culture of respect, accountability and professional conduct within operational teams.
• Ensure operational outputs meet donor requirements, programme objectives and security constraints.

Required profile

• Proven experience in operational management of security‑related or mine‑action programmes.
• Familiarity with EOD/IEDD training, capacity building and mentorship of security forces.
• Knowledge of UN safeguarding policies, including PSEAH, and health‑safety, social and environmental standards.
• Ability to coordinate with multiple stakeholders, including national authorities, UN partners and contractors.
• Strong leadership and communication skills to guide teams and ensure compliance.
